Key issues
London Met Panel Inter-Sessional Panel on Internet TV Intellectual Property Rights Infringements will hold its first 2024 meeting with participation at London Metropolitan University (Holloway campus) on 25 April 2024, from 10 a.m. to 4 p.m.
The panel will address the following two priority themes:
- Theme 1: Economic and Policy Perspective
- Theme 2: Law-Enforcement Perspective
The Panel will also review progress made in the aftermath of publication of Illicit IPTV in Europe, Economic Report 2022 by Audiovisual Anti-Piracy Alliance (AAPA).

Illicit IPTV in Europe, Economic Report 2022
- In 2021 the number of users of illicit IPTV is estimated to be 17 million persons. This stands for 4.5% of the European (EU27+UK) population.
- The number of young users (aged 16-24) of illicit IPTV is estimated to be 5.9 million persons, corresponding to 11.8% of the European youth (EU27+UK) population in 2021.
- Illicit IPTV generates high income to criminal IPTV providers. Providers of copyright-infringing IPTV subscriptions generated EUR 1.06 billion of unlawful revenue in Europe (EU27+UK) in 2021.
- On average, a single user spent EUR 5.22 per month in 2021 to access illicit IPTV in Europe.
- Financial losses to legal AV content providers are high – EUR 3.21 billion in 2021 due to unlawful IPTV use in the market of the UK and EU27 countries.

“Infringements of Copyright and other Intellectual Property Rights present critical problem in our society. Direct financial losses are notable – legitimate Pay-TV providers face EUR 3.21 billion losses in revenue in the European market due to criminal networks facilitating access to unauthorized IPTV content. These are direct losses we can quantify. Unfortunately, total losses extend beyond monetary damages – authors being paid less, constraints in quality content being produced, and limited creative incentives are among the harmful results caused by copyright-theft.”
